US Federal Aviation Administration Establishes Eligibility Criteria for the Organization Designation Authorization (ODA) Framework, All You Need to Know

The Federal Aviation Administration (FAA) has established the Organization Designation Authorization (ODA) program as a pivotal element of its safety oversight architecture. This framework, operating under Title 14 of the Code of Federal Regulations (14 CFR) Part 183, subpart D , outlines detailed instructions and procedures for FAA personnel regarding the evaluation of applications, the appointment of organizations and the subsequent oversight of ODA holders. The detailed policy, specifically articulated in FAA Order 8100.15C , provides comprehensive guidance to prospective and current ODA holders concerning application requirements, procedures manual content and assigned responsibilities. This initiative in the US is designed to ensure the effective and consistent delegation of authority across the aviation industry.

The Organization Designation Authorization (ODA) program delegates specific types of authority to qualified organizations, encompassing eight distinct types of authorizations. These categories are systematically defined to cover various segments of the aviation industry.

For organizations involved in design and production, several ODA types exist. The Type Certification ODA (TC ODA) primarily manages and makes compliance findings on behalf of the FAA for type certification programs. Organizations holding a TC issued by the FAA are eligible for this authorization. Likewise, the Supplemental Type Certification ODA (STC ODA) is authorized to develop and issue Supplemental Type Certificates and related airworthiness certificates. Eligibility for an STC ODA is conditional upon holding a current STC issued by the FAA.

In the realm of manufacturing, the Production Certification ODA (PC ODA) is authorized to issue airworthiness certificates and approvals, determine conformity and perform evaluations leading to the amendment of its Production Limitation Record (PLR). To qualify, an applicant must be an existing Production Certificate holder or must have applied for both a TC and a PC. Similarly, the Technical Standard Order Authorization Holder ODA (TSOA ODA) may issue airworthiness approvals and determine the conformity of articles, test articles and test set-ups. Eligibility for this authorization is restricted solely to existing TSOA holders. Lastly, the Parts Manufacturer Approval ODA (PMA ODA) is utilized to issue PMA supplements based on test and computation approvals, STCs, or licensing agreements. Only existing PMA holders meet the qualification criteria for this type of ODA.

For organizations focusing on maintenance and operation, two critical types of Organization Designation Authorization (ODA) are defined. The Major Repair, Alteration and Airworthiness ODA (MRA ODA) grants authority for approving data related to major repairs and alterations, issuing airworthiness certificates and approvals and conducting aging aircraft inspections and records reviews. Eligibility for all functions under an MRA ODA is extended to qualified repair stations and operators, while consultant groups are limited to engineering approval functions. Additionally, the Air Operator ODA (AO ODA) is authorized to conduct certification processes for the issuance of a Rotorcraft External-Load Operator Certificate and approve Aircraft Inspection Programs (AIP) for aircraft operated under 14 CFR Part 91.

The newest addition to the framework is the Airmen Certification ODA (AC ODA), which permits the holder to conduct airmen certification, testing and associated tasks. Eligibility for this ODA type requires the applicant to possess the appropriate Air Carrier or Air Agency certificate under 14 CFR Parts 121, 135, 141, 142, 145, or 147. The US location requirement ensures the domestic jurisdiction of all ODA activities.

Acquisition of ODA status is a privilege granted by the FAA Administrator and is not considered a right. Every applicant, operating within the US , must demonstrate a set of fundamental qualifications for the specific authorization being sought.

Foremost among these is integrity, which mandates that the applicant’s management, ODA administrator and proposed ODA UMs possess demonstrated integrity in their experience with the FAA. This requirement is directly tied to the FAA’s statutory obligation to consider assigning, maintaining and enhancing safety and security as the highest priorities in air commerce. Furthermore, a strong organizational model must be evidenced, ensuring the ODA unit operates with impartiality in the interest of aviation safety. This model must ensure that ODA UMs are free from conflicting non-ODA unit duties or other interference. Crucially, ODA UMs must report any interference in accordance with the procedures manual.

The procedural backbone of the Organization Designation Authorization (ODA) program is the FAA-approved procedures manual. This manual must meticulously detail all procedures and limitations governing functions performed by the ODA holder on behalf of the FAA. The required manual content includes sections covering the organizational structure, ODA unit member selection and removal, training programs and a comprehensive internal audit program. Importantly, an ODA holder must ensure that its procedures manual remains available to all members of the ODA unit.

Oversight is vested in the Organization Management Team (OMT) , a group of FAA personnel established upon the ODA holder’s appointment. The OMT is tasked with managing the delegation, conducting surveillance and determining reauthorization, suspension, or termination. A core OMT member must be assigned for every technical discipline exercised as part of the ODA holder’s authorization. The OMT employs a systems approach to surveillance, explicitly defined for organizational oversight. This comprehensive system of delegation and rigorous oversight by the FAA ensures that the Organization Designation Authorization (ODA) program, operating in the US under FAA authority, functions effectively, maintaining the high standards necessary for aviation safety.
